APPROVALS framework
TSB operates under several environmental/planning approvals covering different project elements.
The current environmental approvals are:
Section 115B(2) approval G94/00236 (Planning Approval) issued 24 July 1998 under the NSW Environmental Planning and Assessment Act 1979 No 203 (EP&A Act) – note that this implements the recommended approval conditions made by the Minister in reviewing the Environmental Impact Statement (EIS)/Impact Assessment Study (IAS).

Impact Assessment Review Report 743756 (IARR) issued 9 April 1998 by the (then) Queensland Government Department of Environment in response to the EIS/IAS. This is not a formal approval but represents the environmental and planning requirements of the Queensland Government for the TSB and have mostly been incorporated into the Concession Agreement.
Environmental Protection Licence 10432 (EPL), issued 13 April 2000 under the NSW Protection of the Environment Operations Act 1997 No 156 (POEO Act) with subsequent updates to allow for placement in back-pass areas and to reflect Transport for NSW as being the holder of the licence.
Development Permit DGBN17/1048/1709-1229 SPD issued under the Queensland (former) Integrated Planning Act 1997 (IPA) (replacing a former s86 sanction under the Harbours Act 1955 (repealed)) and updated 03 October 2017 under the Planning Act 2016 to allow for additional nourishment areas.
Review of Environmental Factors (REF) for Tweed Sand Bypassing – Back-passing by Dredge, assessed 3 July 2019 under EP&A Act to allow for placement in back-pass areas.
